RoHS is a mandatory standard formulated by EU legislation, whose full name is restriction of the use of certain hazardous substances in electrical and electric equipment (Restriction of Hazardous Substances). This standard was formally implemented from July 1, 2006 and mainly used in specification of materials and process standard of electronic and electrical products to make it more conducive to human health and environmental protection. The objective of this standard is to remove lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers in electronic and electrical products (note: correct Chinese name of PBDE refers to polybrominated diphenyl ethers, but poly brominated diphenyl ethers is a incorrect statement) and this standard stipulates that the content of lead cannot exceed 0.1{26ed7f130d68abf047c390c21ef987b114ea908b35cdce2065b772473c21ecda}.

UL is the abbreviation of U.S. Underwriter Laboratories Inc. (Underwriter Laboratories Inc.). UL Underwriter Laboratories Inc. is the most authoritative in U.S. and also the larger non-government institution that engages in safety laboratory and authorization. It is an independent, profit professional authorization that does test for public safety. It adopts scientific test method to research and determine whether various materials, devices, products, equipment and buildings harm life and property as well as hazard level; determines, compiles and issues corresponding standards and contributes to reducing and preventing data that cause loss of life and property, and meanwhile carries out truth research business. UL certification belongs to non- compulsory certificate and mainly is detection and certification of product safety performance. The certification scope excludes EMC (electromagnetic compatibility) characteristic of products.

The full name of EMC (electromagnetic compatibility) is Electro Magnetic Compatibility. Its definition is “equipment and system in the electromagnetic environment can operate normally, and do not constitute unbearable electromagnetic disturbance ability for anything in the environment”. The definition includes two aspects of meaning. Firstly, the equipment can operate normally in certain electromagnetic environment, i.e. the equipment shall have certain electromagnetic susceptibility (EMS); secondly, the electromagnetic disturbance generated from the equipment cannot have excessive influence on other electrical products, i.e. electromagnetic immunity (EMI).

CE certification is limited to essential safety requirements that products do not endanger safety aspects of human, animal and goods, but not general quality requirements. Coordination directive only stipulates main requirements and general directive requirement is standard task. Hence, correct meaning is that: CE mark is safety qualified mark but not quality qualified mark and also is “main requirement” constitutes European directive.
